Human Rights Watch: seksueel misbruik van kinderen in kinderhuizen India

Human Rights Watch zegt in een nieuw rapport (Breaking the Silence - Child Sexual Abuse in India) dat seksueel misbruik van kinderen in residentiële zorg in India een groot probleem is. In het grootste deel van het land schort het aan inspecties van deze zorginstellingen. Veel privé instellingen zijn vaak niet eens geregistreerd bij de overheid. Als resultaat heeft de overheid geen duidelijk overzicht van instellingen en dus ook niet van de kinderen die er wonen en kan de overheid de instelling dus niet monitoren. Vanwege slechte monitoring van zorginstellingen - ook de geregistreerde instellingen - komt misbruik veel voor.

In navolging op de verkrachting van een Indiase studente in Delhi in december heeft de overheid een comité opgericht die haar zorgen heeft geuit over kinderen in residentiële zorginstellingen. Het blijkt dat managers van deze instellingen vaak niet meewerken aan onderzoek naar seksueel misbruik, maar de klachten juist ontkennen.

After investigating allegations of abuse in one such facility, Vinod Tikoo of the National Commission for the Protection of Child Rights said that it revealed a massive breakdown. “It is not neglect. It is systemic failure,” he told Human Rights Watch.

Meenakshi Ganguly, de Zuid Azië directeur van Human Rights Watch zegt het volgende: “Shockingly the very institutions that should protect vulnerable children can place them at risk of horrific child sexual abuse. State governments should immediately implement a more effective system to register and rigorously monitor government, private, and religious child care institutions. (...) “The Indian government at the highest levels recognizes that much more needs to be done to protect the country’s children from sexual abuse, but it has yet to take significant steps to address problems of discrimination, bias, and sheer insensitivity,” Ganguly said. “As many officials have pointed out to us, creating laws or providing training is an important step, but this has to be followed up with concrete action. Just as important, a change in mindset is needed where both abusers and those who protect them by neglecting their duty are held accountable.”
